Special needs Accreditation For Europe

YEAR: 2009 – 2011

INTERNATIONAL

PARTNERS: TLM (The Learning Machine), National Training Centre LTD, Euroface Consulting s.r.o., Agentur Kopfwerker, AGIFODENT, ATRV, Stichting Kenniscentrum PRO WORK.

MOTIVATION: A competency based assessment framework (P-scales) was designed by Qualifications and Curriculum Development Agency (QCDA) in the UK to create something for monitoring the progress of pupils with special educational needs who are unable to get qualifications in the ‘normal’ way. The P-scales (Performance scales) are written in the style of competence-based qualifications and as such they provide a structure for certification also "special" students. In the UK, The Learning Machine (TLM) created an affordable system of certificates based on these so-called P-scales, so that pupils with special educational needs can measure their performance in the same way as their regular counterparts. The integration of this type of qualification and certification is also essential in the rest of Europe for pupils with special educational needs and provides an opportunity for them in the regular educational system.

PURPOSE: To offer an affordable and innovative way of methods and techniques for the qualification and certification within the EQF (European Qualification Framework) for pupils with special needs. In order to ensure that these students can also visit mainstream educational institutions and no longer be excluded from participation in this type of education.

RESULTS:

  •  Create more understanding for designing a competence-based qualification structure in units of learning outcomes;

  •  Testing and evaluating the result through qualifications for students with special needs;

  •  Support the EQF with a VET e-learning program for pupils with special educational needs based on ECVET principle;

  •  To decrease the barriers to formal qualifications for pupils with special educational needs.
