Reinforce European Digital,

literacy and numeracy skills

MOTIVATION: 

Literacy and numeracy are fundamental skills for the human development as it enables people to live meaningful lives and contribute to their communities and in the society. Research shows that low literacy and low numeracy are often connected. These skills are all essential for learning, as learning is mediated through texts and the use of numbers.

 

In Europe, one in five 16-65-year-olds have poor reading skills. In Europe, it is estimated that around 55 million adults between 16 and 65 years old must deal with these difficulties. Research shows that Europeans between ages 26-35 ranked highest in low literacy, followed by those aged from 16-25, then by those aged 36-45 concluded by 46 years and older. This group can be seen as a group that also has the most interest and advantage by gaining digital, literacy and numeracy skills especially.

 

People coping with these difficulties often also lack proficiency in digital skills. They already have problems with reading simple texts, retrieve simple facts, or make straightforward judgements and they are not able to deal with longer or more complex texts.

This means the RED platform will be set-up as an innovative instrument, which teaches digital skills, tackles low literacy and low numeracy to finally increase social participation and empower the target group!



PURPOSE: 

The project will be actively working on the following objectives and intended effects of the RED platform;

  1. Developing a RED Baseline test, which provides a test of the literacy (and numeracy) level of the target group.

  2. Developing all kinds of RED materials on the RED Educational Material Database, which will be offered via the online platform, whereby low literacy and low numeracy will be increased via (links to) assignments, explanations and other materials to increase the participation in society by promoting reading, counting and digital citizenship.

  3. Designing and implementing a structured cooperation between primary and secondary stakeholders within the field of low literacy in the RED Roadmap. This will be done by anchoring this cooperation by setting up this roadmap with all (contact) information of the organisations, their “help-offer” within the stakeholder’s pact offering their sustainable methodology and knowledge about each other’s field of work.

  4. The structural and active involvement of participants from local organizations and potential participants through regional organizations in a European context.



RESULTS:

  • Results of the RED project can be listed as follows;

  • Increasing digital skills of low literate (young) adults with a distance to the society and / or employment via the RED Material Database as well – using the i-Flip technique explaining online social and public services from the government and other (social) organisations.

  • Make the target group more self-sufficient and empowered with respect to the digital social and public services from the government, public authorities and others.

  • As part of the RED platform through (existing) digital exercises to improve these skills and learning concepts as well as in the i-Flips designed by each topic, the numeracy and literacy will play a part – f.e. by showing basic accounting tasks or language concepts).

  • Enhancing digital proficiency (using the i-Flips, the digital (public) services will be presented to the target group (a combination of hearing, seeing and reading will be made in the video’s)

  • Achieving an increase in knowledge of public services, the target group gets into contact with the digital information among other services of governmental organizations, health care institutions, housing associations, energy suppliers, educational institutions and tax authorities, etc.)

  • A general purpose or innovation is, the self-reliance of the target group through this platform will be increased with respect to basic knowledge.
